And then send a message to Frost every time I update the USK, as people are 
currently doing? The point of my suggestion is to propagate new articles to 
subscribers without polling.

And how do they get the key? This proposal isn't about sending files, it's 
about propagating keys. Sorry if I didn't make that clear.
