Don't think so, typically only things under your user directory are
writable by you, just like with Linux:

from: /Library/
drwxr-xr-x    4 root  wheel   136 Oct 13 11:08 LaunchDaemons

You may be able to add it to the user's own login preferences, but I'm
afraid I don't know how.
