[freenet-dev] alternative to #freenet-refs

If I were to write it, Python'd be a dependency until somebody wrote
either a Freenet plugin or a standalone Java program that did the same
thing. I just mention pyFreenet because it's what I know. Someone who
is more comfortable in Java could probably code this up just as quickly.
