[freenet-dev] Freenet 0.7 build 1036

Freenet 0.7 build 1036 is now available. The main reason for this build is a 
fix to auto-detection of the default language: We were setting the language 
code to the locale's country code, which only works in a few countries, and 
we weren't falling back properly to english. The build also includes some 
minor bugfixes, padding public keys for SSKs to a fixed size, and some 
internal changes. Please upgrade, and report any bugs you find!
