They don't have to, but occasionally one might trawl through the
unfiltered data and grab connections from both communities.  It's
possible for established users to do this as well, but it's nice to
think that new members that don't trust anyone yet will be useful in
connecting potential trust enclaves by gaining trust in multiple groups.
