[freenet-chat] save freenet - stop using frost

I very much doubt that Frost is the cause of the problems which we see
on Freenet. It cannot in any case be stopped, but it only polls small
KSKs, and it only does that every 45 minutes or so. Incidentally it does
not directly slow down downloads; KSKs/SSKs are treated separately from
CHKs.
We cannot prohibit Frost; people will use it whether we want them to or
not. Freenet needs to be able to deal with it, but personally I see no
evidence that Frost is responsible for Freenet's problems. Feel free to
find some.
